Can You Study Abroad Without IELTS? Understanding the MOI Certificate

A Medium of Instruction (MOI) certificate is a letter from your previous school or university confirming that your studies were taught in English. Some universities accept it as proof of English proficiency instead of a test score.
Where an MOI may be accepted
Across our destinations, the MOI is mentioned as a possible alternative at selected universities in:
- China — IELTS may not be mandatory at all universities; previous English-medium education may be accepted.
- Belgium — many universities may accept an MOI for English-taught Bachelor's and Master's programs.
- Norway — previous English-taught education can sometimes be accepted for Master's programs.
- South Korea, Romania, New Zealand, Spain, Greece, France, Finland, Luxembourg and the Netherlands — accepted by some universities, depending on their policies.
- Germany — some universities may accept an English-medium or proficiency letter, or run their own assessment.
When an MOI is not enough
- Competitive programs often require a standardised test score regardless of your previous education.
- Scholarship applications may ask for a test score.
- Visa authorities may have their own English requirements.
